Abstract:In rural neighborhoods near metropolitan areas, the transition zone between urban and rural areas, the bidirectional flows of population and resources challenge the governance of public space in rural neighborhoods, which has gone beyond improving physical environments. This paper examines the concepts and characteristics of rural public spaces. According to the features of “transition and integration” in suburban villages of metropolises, it puts forward the goals of public space governance: meeting the diverse needs of different residential groups and building a community consensus on publicity. In the context of the Planning Guidelines of Rural Community-life Circle in Shanghai, the paper proposes the value orientations of public space governance that may ensure fairness and tolerance for differences, guarantee a bottom line of quality improvement, provide protection and flexible utilization of features, as well as integrate different functions of space with community engagement. It explains its opinions and offers governance strategies for the vision of rural public spaces near metropolitan areas. Exemplified with Huandong Village adjacent to Shanghai Zhangjiang Hi-Tech Park, drawing on the scenario guidance method in the Guidelines, it provides four representative scenarios: local contexts emphasize the identification and strengthening of the characteristics of endogenous public space, intensive innovation drives the creative use of scattered and inefficient spaces, future business startups focus on the quality improvement of embedded public spaces and their facilitation of the entire environment, and participation and integration scenario guides the building of community consensus.
