Abstract:The focus of social governance has gradually shifted to the grassroots level, emphasizing the construction of social governance community. Therefore, how to realize the whole process of people’s democracy has become the key to community governance. Based on the practice of participatory community governance in Dongming Street of Pudong districts in Shanghai, this article takes community gardens as the spatial carrier of urban renewal and public participation as an essential starting point. Under the three-year action plan of community renewal, it analyzes the characteristics and significance of participatory community planning from the three aspects of the status quo, development process, and institutional exploration of Dongming Street. In addition, this article also studies the ways to realize the participatory governance of community gardens, including the multi-party construction mechanism and the cultivation path of community awareness of grassroots governance. That is, reshaping residents’ sense of identity, sense of belonging, and sense of mission in the practice of participatory renewal in the whole process of residents. Therefore, it is significant to promote participatory community planning and construction and explore the realization path of grassroots governance community.
