The relationship between tourism development and heritage conservation is a continually changing process. Under the background of heritage tourism development, scientific and sustainable tourism development and utilization are an effective way of heritage conservation. The article takes Tuisi Garden in Tongli Ancient Town as the research object. Based on the literature and field investigation, the current situation of Tuisi Garden protection and management and the influence of tourism development combed from the view of tourism development. Combined with UNESCO’s sustainable cultural tourism concept, some pre-conservation strategies are putting forward, such as standardizing preventive conservation mechanisms. Using 3D digital survey and mapping to enhance heritage monitoring’s scientific nature is of particular significance to balance garden heritage protection and tourism development.
